Tiivistelmä: | The Work Experience Programme was introduced by the Irish Government in 1978 as a means of giving first jobseekers experience of work and so increasing their chances of employment. Trainees were placed with an employer for a period of 26 weeks and paid a training allowance. Although a large proportion of them subsequently found full-time employment, the net effect of the scheme was very small since most of them were young people who would probably have found a job anyway. The scheme's reliance on private sector employers prevented it from reaching the most disadvantaged among first-time jobseekers and, because of the modest training component, it appears to have contributed little to increasing the human capital stock. |
