| Tiivistelmä: | On April 26, IBA published a 49-page document, Independent Television In the 1990s. It deals with a system of auctioning ITV franchises. IBA favours the C4 publishing model. It is also working out a penalty system for contractors. Standards of taste and decency should continue to be set in the 1990s. IBA plans services on a fifth terrestrial channel financed by advertising. |
