| Tiivistelmä: | The ideal model for issuing state treasury bonds should be a compound market-driven one. During the different periods, the different issuing models may be chosen. There are short -term, medium-term and long-term models. The first two feature issuing government bonds by contract as the main form, supplemented by issuing by open bidding and the necessary administrative apportion. The long-term model is characterized by issuing bonds through open tender and by contract as the main form, supplemented by issuing directly bonds to individuals. |
