| Tiivistelmä: | This paper has the following reflections on the new pattern of raising funds for urban construction in Shanghai: 1. reforming investment system and adopting a plural investment mode, that is, issuing stocks and financing through many channels. To this end, pursuing share-holding system is an important way to realize the unification of plural of investment sources and that of investment subjects. 2. pursuing project owner responsibility system and establishing a new system of management of urban infrastructure construction, 3. rationalizing charging and pricing and establishing a mechanism of loan payment to lighten debt burden. So, we should formulate rationally criteria for collecting fees and adopt different methods of pricing and fee-collecting according to different objects and fee categories. |
