| Tiivistelmä: | The status and function of the government's debt in the national economy become manifest in the following aspects: raising the funds for construction, making up a deficit, implementing economic policy, re-adjusting the suplus and deficiency of seasonable funds. In the course of development of socialist market economy, issuing the national debt would help raise funds which will be invested in the infrastructure facilities initiated by the government and the key construction projects. So it is an important way for accelerating economic development. Since reform and opening up, the major contribution of national debt lies in forcefully supporting the reform aiming at transferring power to a lower level and conceding profits. |
