| Tiivistelmä: | Shanghai's making transnational investment is a strategic option. Its short-term target is to shift Shanghai's pattern of opening to the outside world from "one-way absorption" to "two-way opening" with a view to support the adjustment of industrial structure in Shanghai, and establish the system framework of the government-led transnational investment mechanism. Its long-term target is to make Shanghai's overseas economy a "new economic growth plate" of Shanghai. To this end, first, a transnational investment development plan must be worked out and the investigation and study work of earlier stage be done well. Second, the municipal government should start the experimental work and then establish an initial system framework. |
