| Tiivistelmä: | The orientation of the goals is: to improve the comprehensive industrial competition; and develop the tertiary industry and the secondary industry as well as the primary industry simultaneously; moreover, increase fusion and permeation among various industries. The guidelines are changed to the following. Firstly, expand the connotation of the tertiary industry, and focus on cultivating knowledge-intensive services. Secondly, optimize and upgrade the secondary industry, and implement sound interactions among the three industries. Thirdly, develop the primary industry in another mode, and give prominence to all-directional functional optimization. |
