Tiivistelmä: | This study examines the attempts of a region to incorporate small and medium enterprises (SME) policies into its European Union -funded development programmes. It is concerned with the substance of SME support in the context of regional development as well as some of the issues involved in evaluating such policies. Small business development is a priority of the European Structural Funds in the late 1990s. This coincides with the economic development efforts of many European regions nations. Policy measures include the provision of business information, councelling and advice, grants loans and equity investment, schemers for management and workforce development, assistance for innovation and technical development, and infrastructural support for marketing and training. |
