| Tiivistelmä: | Township enterprises are small in total output, low in development level and poor in degree of concentration. So in terms of the positioning of the development stage of township enterprises, we should look reality at face and seek the progressive development. In terms of the positioning of their development orientation, we should make township enterprises take root in the rural area, a rich and fertile land relying on the local advantages in farm and sideline product resources and market. In terms of their property right mechanism, we should combine more closely investment behavior with business operation behavior, establish more citizen-run township enterprises and taking vigoronsly developing private enterprises as the important growth point of township enterprises. |
