| Tiivistelmä: | Hainan province with a reservoir of great potential of further development should develop more rapidly. If it continues to maintain a trend of slow development, the enormous waste of 10-year investment will be caused undoubtedly. To this end, we should foster the guiding ideology of accelerating Hainan's development in abide to make it catch up with and surpass Taiwan. Besides, we should allow Hainan to practise the special policies implemented generally in the free trade areas in the world and to enjoy a high degree of autonomy in policy decision, examination and approval, and dealing with routine matters so long as they do not involve the overall situation of macro economy. To relax the control over Hainan, we need to clear up misunderstandings. |
