| Tiivistelmä: | Besides abnormal climate, too heavy rainfall and being backward in construction for flood control, the damage of ecological environment is the important reason for the frequent flooding in the Yangtze River basin. In view of this, the State Council has formulated guiding principles to ensure the healthy operation of "ecology-economy-society" three-dimensional compound system. The measures to develop ecological economy are as follows: protecting the vegetation in the basin to build a natural dam; strenthening the construction of irrigation works to enhance the capacity of flood control; regulating rivers and watercourses according to law to realize the virtuous circle of ecological environment. |
