| Tiivistelmä: | The challenges facing the development in the western areas: prices of some worldwide key primary products keep falling, which make the west lose its original superiority of natural resources. There are greater difficulties in utilizing foreign capital; limited policy resources reduce the effectiveness; it is difficult to realize the industrial upgrading, so it is hard to change the disadvantageous position of the west in the national industrial division under the circumstances of big nationwide macroscopic integrated market. The drain of qualified personnel is serious and education is facing a dilemma; the policies of resources, environmental and ecological protection objectively restrict the western resources exploitation adding more difficulties in implementing sustained development. |
