| Tiivistelmä: | On the 3rd plenary session of the 14th National Congress of the Communist Party of China, the decision on establishing socialist market economic system was passed by the central committee. The decision elaborated the basic content of the new system and defiantly declare, for the first time, to cultivate and develop market system. Text is the quotation from the decision, "At present emphasis should be attached to developing the markets of production factors." It was also pointed out in the decision that governmental intervention are always existing in modern market economy. In other words, market economy is under the macro adjustment by the governments. |
