Tiivistelmä:The Housing Act, enacted in 1991, offered extremely favourable terms of sale of the social housing stock - to sitting tenants.As a consequence, some 79% of this stock has been sold, with the average selling price (taking into account all discounts and deductions) amounting to some 200 DM per square meter.This paper presents an analysis of the social and economic conditions of households which had the opportunity to buy their apartment and (a) did buy it, or (b) did not buy it.The analysis - based on the Household Income and Expenditure Survey of 1993 - has shown that households which did not "go for it", i.e. did not buy their (social) apartment were invariably households with lower incomes (their household income amounts to some two thirds of the household income of those, who did buy their apartments).Furthermore, these apartments are smaller in size and of poorer quality.If economic ("non-profit") rents are to be introduced, housing allowan ces will have to be offered to these households.On the basis of various criteria we estimate the total amount of housing allowances required for these households.
