| Tiivistelmä: | A definition is presented for dumping. Certain problems of the GATT Antidumping Code are highlighted. U.S. regulations are examined in detail. Difficulties caused by exchange rates are discussed. The historic background of the topic is outlined. Opinions of the concerned institutions are described. Examples are presented to illustrate the difficulties and the contradictions. The key to the present U.S. system is found in its customs valuation roots. Recent developments are analyzed. Court decisions are discussed. A policy of looking first to the rate of exchange actually obtained by the exporter is proposed. |
