Tiivistelmä:The debate on the relationship between the universities and the state can be described by means of thee ideal-typical coordinating mechanisms: state, market and oligarchy. In the triangular relationship between these, one can identify debates on planning, competition, guild control, bureaucracy, management and collegial rule. The major arguments of these conflicts are identified and some relevant findings are related to these. Higher education policy has undergone major changes in a number of the OECD Member Countries during the last decade.
