| Tiivistelmä: | The difficulties that the state-owned enterprise meet result not from the external environment but its internal reform which does not achieve the expected effect. In the state-owned enterprises, institutions are swollen excessively, personals don't work efficiently and don't follow strictly the regulations and administration is in a state of confusion. Problems, such as low efficiency, loss of assets, severe deficits, and the lack of vigor, exist commonly in the enterprises. And all these defects are the inevitable result of the contradiction in the organization of the traditional ownership. It is only after solving this contradiction that the state owned enterprises may get through the difficult position. |
