| Tiivistelmä: | In China, state-owned economy makes up two-thirds of domestic input of resources, but contributes to one-third of the increase of the GNP only, which means that it is running at a low profit , and that its dominating position is facing tremendous challenge. So it must be restructured, that is, it must withdraw from fields which private and social capital should have entered, and state's control of state enterprises should be transformed into management of state-owned capital. To attain this goal , it is necessary to find a solution to burdens of state-owned economy left over from history accelerate flow of stock of state-owned assets and restructuring, create new systems in an all- round way, and to improve the overall quality of state-owned economy. |
