| Tiivistelmä: | China's State-owned economy plays a controlling role in the economic activities, but at the same time it also faces a severe challenge. To strengthen the controllability of national economy we must integrate the control of resources with that of operations. The controlling pattern of the State-owned economy must be readjusted, focusing on the qualitative control. We should select proper operational fields and optimize control structures. We must utilize economic, legal, administrative, technical and various other means to realign enterprises according to their different features. In the reform and development of SOEs we should redouble our efforts to solve the knotty problems and preserve and increase the value of capital. |
