| Tiivistelmä: | The theoretic basis has three aspects: 1)stepped reform pattern, in which the activities deviating from the economic operation track or objective should be put under control and "Official Profiteering" should be suppressed so as to cut down the huge loss of social resources. The essentials are to regulate and adjust the economic power; 2) the basic connotation of market economy-as a result of poor supervision, more and more signs are seen of discrepancy between accounts and actual resources, off-the-book accounts and unlisted assets; 3)long-term presence of extra-budgetary funds, which expand too fast and, under poor control, the budgetary one has turned to be extra-budgetary and the production capital turned to be consumption one, which restricts the central financial capacity for economic regulation and control. |
