| Tiivistelmä: | The relationship between the central government and local governments in decentralization model has not been dealt with same the founding of New China. Thus causing repetitious in centralization and decentralization and the result is that either the national economy is tightly controlled or the macro-economy is out of control. Therefore, the model of combination of appropriate centralization on the central government side and of appropriate decentralization on the side of local government should be chosen in the allocation of economic power between the central government and local governments. |
