| Tiivistelmä: | Dispersed objects and coexistence of many criterion make "structure adjustment" a mixture which can not have higher profit and macro-control the exclusive goals. At present, the function of market mechanism has become obvious. Economic behavior aimed at higher profit will rationalize the structure.
