| Tiivistelmä: | Fiscal decentralization is in vogue. Both in the industrialized world and in the developing world, nations are turning to devolution to improve the performance of their public sectors. The hope is that states (in the U.S.) and local governments (in Europe and in the U.S.), being closer to the people, will be more responsive to the particular preferences of their constituencies and will be able to provide the services. There is a brief review and some reflections on the traditional theory of fiscal federalism. |
