Tiivistelmä:Geographically, the Northeast Asian economic circle should be called three seas economic circle including Bohai sea , Huanghai sea, the Japenese sea as well as their coastal areas. The implementation of the strategy based on the ideas of three seas should depend on three types of "tilting", that is ,the tilting in Japanese policies of the domestic areas of relevant countries, China's coastal areas' tilting to north east area and other inland areas and the tilting of south of Korean peninsula to the north. Jilin province of China is supervisor to other areas in the complementary need and conditions. It is rich in land, water, forest resources and especially in talent. A lot of researchers competent for the development of the Northeast Asian economic co-operation are there. So it should be considered as the objective of Sino-Japanese co-operation.
