Tiivistelmä:A series of econometric studies concerning the AT&T (American Telephone and Telegram) breakup is extended in a way of presenting a new use of data envelopment analysis /DEA/ for estimating a stochastic frontier cost function. The function has two different error components: a one-sided disturbance (representing the technical and allocative inefficiencies) and a two-sided disturbance (representing an observational error). The study measures technical and allocative inefficiencies of AT&T production process and review its natural monopoly issue. The estimated stochastic frontier function is compared with other cost function models used previously for studies concerning the divestiture of the telephone industry.
