| Tiivistelmä: | State-owned enterprise always thinks loss as political loss because of political burden, whereas the government has to bear whole loss without distinguishing political loss from management loss, which led to enterprise no better management and even no interest for government. If we do not put political burden in order, it's useless to change state-owned enterprise into private one. |
