| Tiivistelmä: | This analysis implies that the changes in labor-market fundamentals have raised the natural rate of joblessness over time. The effects are not reflected in unemployment statistics because less skilled workers who have borne the brunt of declining opportunities have left the labor force. The main component of the secular increase in jobless time among prime-aged men is nonparticipation of these people. It may be that rising nonemployment is demand-driven. Wages have fallen substantially within the skill categories in which employment has fallen, while groups with stable wages had stabler employment rates. These changes are consistent with a simple market-clearing structure of stable labor supply and changing labor demand. |
