| Tiivistelmä: | The urban unemployment mainly belongs to system-type unemployment in China. In view of this, we need to solve the problem of transfer of employment mainbody from state-owned economic sector to non-state-owned ones. The special policy for solving this problem is to set up "certain interest passage" between the traditional employment and market-oriented employment so as to ensure the shift of the unemployed to the market-oriented employment. The general policy is to establish the system of fund for re-employment, renew the substitution standards of capital and labour under the economic condition of labour surplus, encourage and support the development of urban private and self-employed business and develop labour market. |
