| Tiivistelmä: | It is difficult for the government's strategy of economic development, with a focus on highly efficient growth, to take account of unemployment. The fiscal policy relying mainly on increase of public investments have limitations in reducing it. Only by the force of market economic system can we solve the problem. We should rely mainly on the market force while making the government's role subsidiary. The role of the government should be embodied in defining and protecting ownership. It should create a sound ownership environment and a market economic system, instead of making excessive intervention to solve the problem of unemployment. |
