Tiivistelmä:Funding of academic (henceforth as: acad.) research (here as: res.) in Nigerian universities by Government (5 percent recurrent grants) is a policy dictated by the National Universities Commission (NUC). This article proposes a dual support system of funding acad. res. as follows: A decentralisation of the NUC's power as the central body for administering res. funds and the encouragement of another separate body e.g. the Education Tax Fund (ETF) to promote a healthy competitive res. process and cooperative res. among university res. groups and individuals. These separate bodies (NUC and ETF) should be similar to the dual support system of operation, policies and procedures in the UK with the Higher Education Funding Council for England (HEFCE) and the Research Councils. These bodies cooperate to build and maintain a sustainable res. base in the UK. The dual support system is very efficient in backing res. in universities, due to the marginal cost of support while providing a res. council component of provision independing on geographical location.
