Tiivistelmä:This paper deals with the expansion of Finnish higher education (henceforth as: h-e.) from the 1960s to 1970s and the policy decisions. The unique features of this expansion are compared with those of certain other countries. The impact of the controlled 'top down' governance of h-e. policy is discussed. In addition, the current Finnish h-e. system is described. It is argued that the driving forces behind universal mass h-e. were i. changes in the society structure, and ii. individual demand for education, and also iii. increased need for skills in production processes. Being the case in Finland as well, however, the Finnish h-e. expansion was also characterised by regionalism.
