| Tiivistelmä: | According to the relationship between payers for old age pension and beneficiaries, the old age pension financing system may be divided into cash receipt and cash payment system, fund system and mixed system. This paper analyzes the different effects of these systems in such aspects as economic efficiency and social fairness and proves the issue that the reform of social security system will proceed by stages from cash receipt and cash payment system, through mixed system to fund system in proper order. For the establishment and perfection of old age pension guarantee system, we must consider the given stage which China's economic reform and development are in and both efficiency and fairness, and realize the organic combination of the two financing systems. Its final goal is to establish an old age pension financing system with fund system in the lead. |
