| Tiivistelmä: | The decentralizing of central authority in the early 1980s led to competition between regions which in turn touched off the fact that enterprises were run by civilians. Because of the very intense competition between regions in product market, every region must try its best to reduce the cost of production in order to keep the minimum market share which was needed for its subsistence. Generally speaking, the more intense the competition of products becomes, the higher the degree of enterprises' being run by civillians which is touched off, is. If the central government controls directly state-owned enterprises and gives a fixed surplus share to the local government or two local governments are able to join hands for the maximum of income, enterprises' being run by civillians would be impossible. |
