| Tiivistelmä: | The incomplete economic system, created by the lag of the reform of the macro-policyenvironment,makes State-owned enterprises (SOEs) carry a heavy policy burden. It is the source of the aggravating problem of the managers' moral risks in SOEs today. The fundamental way out for it is to speed up the reform of the macro-policy environment, remove the present policy burden on SOEs, and offer SOEs an environment of fair competition. That is the basic condition under which the stimulating mechanism for SOEs can be improved and the severe problem of managers' moral risks in SOEs solved. |
