| Tiivistelmä: | In the process of reform and opening in China, the scale of capital outflow cannot be negligible at the same time when a large scale of foreign capital is being introduced into China. There are at least two causes behind this contradictory phenomenon of "foreign capital inflow" and "home capital outflow" both facing with the environment of different systems, having different motivations of policy-decision. "Transitional" capital outflow makes them have the logical relevance to a certain degree. Capital outflow is largely by the distortion of economic policy at home, a reflection of system defects. Hence, the government should exercise a serious control over it. |
