Tiivistelmä: | Analytical tools of strategic planning are useful to the extent that the process is logical. In this case the planning process should involve three important features: rational decision making; optimization or maximization; a single goal. For a number of reasons the planning process itself, as well as the implementation of plans tend to be illogical. Personal values, illogical actions of "outsiders", political activity tend to promote illogical, emotional responses. The effective planner still can take steps to plan systematically in such situations. He emphasizes strategic thinking, avoids "analysis-paralysis", proceeds incrementally, flexibly, tries to consider illogical events, and uses informal, qualitative tools. |
