| Tiivistelmä: | The 1993 Annual Review pointed to the continuity of many EU concerns in the external policy field, and to a large extent this was the tone of developments in 1994. Despite the very mixed record of Union policy in the affairs of the "new Europe", and particularly in the former Yugoslavia, there could be no escape from continuing entanglement and responsibility. The same was true of the former Soviet Union, with the need to respond to an at times bewildering variety of developments with relatively limited policy tools. |
