| Tiivistelmä: | I develop a model of endogenous gun ownership and examine the interaction between gun demands by heterogeneous potential offenders and victims. The interaction is shown to depend on pervasiveness of guns, probability of injury and, particularly, the effect of the gun on the probability of success against armed compared to unarmed adversaries. While the sanction on armed offense is maximal under plausible conditions, the unarmed offense's sanction balances direct deterrence benefits against marginal deterrence costs and equivalent net property losses. Optimal gun control policy makes offenders unarmed, while simultaneously allowing the attractive potential victims to own guns. The effects of enforcement and price controls on gun demand and welfare are also considered. |
