Tiivistelmä:Labour productivity and wages have been very low in the USSR although efforts have been made to raise both. A tax-based incomes policy (TIP) was recommended by foreign economists and international institutions but it has only compounded the problem. The evidence of an enterprise survey in progress is examined. As a conclusion a benefits-based incomes policy (BIP) is recommended for the transitional period, coupled with fiscal encouragement of voluntary savings from wage increases in a "privatization fund". The latter would be counter-inflationary and would boost investment.
