Tiivistelmä:There are two leading models of wage determination for the unionized sector in the economy. The first assumes that the union sets the wage and employers choose the profit maximizing employment level. The second notes that both sides can improve on the monopoly outcome by jointly bargaining over wages and employment. In this paper a simple model is proposed that allows to empirically separate the efficient wages and efficient bargaining hypotheses. The results point out the usefulness of obtaining data on both union wages or efficient bargaining. The necessary data were gathered from in the USA police departments in 1978 and 1979. The empirical results provide evidence in favour of efficient bargaining by police unions.
