| Tiivistelmä: | The new alternative in distribution mechanism is to adopt an objective model with "distribution according to work" as the mainstay, to be supplemented by coexistence of diversified distribution modes while giving prominence to efficiency. The reform will focus on setting up standard distribution system, straightening out the distribution relations between the state, the collective and individuals. On the premise that priority is given to efficiency and consideration must be also given to fairness, the following things should be done: (1)alleviating the contradiction caused by social distribution unfairness, (2)deepening reform of distribution system in the state-owned enterprises, (3)strengthening the self-restraint mechanism of wage distribution. |
