| Tiivistelmä: | The formation of knowledge economy makes the strategic status of development of software industry established. To develop the software industry, we must change our old concept and foster the open and leaping-over development idea stressing "introduction, innovation and industrialization", and implement the strategy of promoting the development of software industry with the available intellectual property products. Besides we should transform mechanism, reorganize assets and build up the production and scientific research base for software industry and cultivate software technology market as well. We have to attach importance to the development and protection of intellectual resources for they are the key to the development. We cann't neglect the social environment, and the function of policy and legal protection either. |
