| Tiivistelmä: | Free competition or government monopoly? There has been always a fierce argument about the orientation for reform in information industry. However, the booming information industry is different from other industries. It requires huge capital investment, share of network resources and unified data requirement too. That makes the smooth development impossible through single enterprise free competition. On the other hand, the low efficiency of government monopoly will also hinder the service improvement and endogenous technical renovation of the information industry. The tortuous road that the western information industry has undergone has shown clearly that the joint cooperation is the only acceptable form and orientation for development of information industry. |
