| Tiivistelmä: | In the system aspect, the functions and limits of authority of the administrative agency of the open and pilot zone of the new technological industry of Beijing can not sustain the smooth transition of the pilot zone to the growth period. The lack of input of steady and sufficient production elements impedes the molding and scale process of the new technological industry. It also comes across protectionist administrative barriers from industrial sectors and areas. It has become an urgent issue to strengthen the interior management of technological enterprises. |
