| Tiivistelmä: | Sci and tech represent "top productive force" but are not equal to the actual productive force. They are only the potential productive force. Only by combining sci-tech with manpower, financial resources and material resources and applying them in the production and management of enterprises , can the potential productive force be turned into actual one. Technological progress is not equal to input in technological transformation. It also includes raising the quality of laborers , establishing scientific management system and developing new products. The input in technological transformation is not equal to fund input. The input in intelligence and necessary materials resources should be included. Technological transformation is not equal to introducing the advanced equipment's which need to be digested and absorbed by technical workers. |
