| Tiivistelmä: | The state should shift the key point of the policy of attracting foreign investment and introducing advanced technology from incentive measures like tax-exemption and reduction to superiority of improved environment for investment and innovative system. In terms of the introduction of technology, we should take the method of "suiting our measures to local condition" and introduce the technologies of different levels according to need. Then we should first digest and absorb really the introduced advanced technology and on that basis, bring forth new ideas in order to bring along the raising of the technological level of the whole industry. In addition, we should manage well new and high-tech industrial zones. |
