| Tiivistelmä: | Problem 1: The contribution rate and the speed of the technological progress are comparatively low. Problem 2: The enterprise, the research institute and the government are the main force in promoting technological progress but their principal status are immature and their relations have not been very well rectified. Problem 3: The input of the outlays is insufficient and their sources are unreasonable. Problem 4: The ratio of the conversion from the achievements of scientific research to productive forces remains low. Countermeasures: The principal status of the enterprise should be moulded and the linkage between the government and the research institution must be terminated. The new mechanism of our country's technological progress should be established. |
