| Tiivistelmä: | Information technology is the most rapidly evolving and the most pervasive technology of our time. Not surprisingly, it plays a central role in literature on technology and governance. A look back is presented at two decades of implementing and fostering the use of computers to facilitate person-to-person communications, i.e., computerized conferencing or computer-mediated communications. This new and unique form of human communication has been growing more slowly than one would have forecast twenty years ago, but the potential is great. Extensive public utilization is seen in the next twenty years - particularly in the fields of education and community politics. |
