| Tiivistelmä: | The basic measure to eliminate the phenomena of "large and all-inclusive" and "small and all-inclusive" projects and blind duplication in construction is to implement the strategy of large-sized companies and groups with an aim at bringing along asset re-organization and adjustment of industrial structure through the adjustment of enterprises' organizational structure. Enterprises themselves should enhance their ability of research and development and technological innovation in order to form core technology. At the same time, they should attach importance to the improvement of quality. To this end they should seek new economic growth points through market. In terms of protection of ecological environment, they should realize the internalization of social cost. |
