| Tiivistelmä: | The policy problems in construction of small towns and cities basically lie in the diversity of financing channels and the compulsion of policy. Every financing approach more or less goes against the current policy. Policy is serious, however, the operation of the executors at town and village levels is flexible. By comparison, the departments and heads for enforcing policy are always in a passive and negative position. Those town and village cadres who move flexibly in the narrow space of policies have succeeded in building up new towns and cities. However, the policy problems behind the success have trapped the policy itself, policy enforcing departments and executors as well. In fact, there must be sound and healthy policy environment to ensure the healthy growth of towns and cities. |
